Initiatives that focus on promoting mixed-income housing developments, rehabilitation of existing structures, and expansion of housing options tailored to diverse needs contribute to community resilience and inclusivity. Furthermore, investments in community amenities and public spaces enhance quality of life and foster a sense of belonging among Wisconsin residents. Through strategic planning and collaboration between local governments, developers, and community stakeholders, housing development initiatives can drive positive transformation and long-term prosperity in rural areas. 

Expanding the capacity to develop rural housing is essential to supporting thriving communities, strengthening the workforce, and creating opportunities for future growth. The Office of Rural Prosperity’s Emerging Developer Fellowship Pilot helps build that capacity by supporting early-stage and underrepresented developers as they gain the skills, experience, and connections needed to lead affordable housing projects in rural Wisconsin. Aligned with the Federal Home Loan Bank of Chicago’s Community First Developer Program, the pilot awarded three fellowships that pair participants with experienced host organizations for hands-on learning, mentorship, and professional development, helping grow local expertise and strengthen the pipeline of housing leaders who can meet the unique needs of rural communities.

Fellows will be working on meaningful activities such as infill housing developments and innovative strategies that focus on community land trusts, community engagement, and strengthening partnerships—all toward the goal of expanding housing opportunities while making housing more affordable.
